Tanzania Unveils 2nd Draft Constitution, Proposes 4-Year Transition Period

Tanzania’s Constitutional Review Committee (CRC) has released a new draft constitution to the public, which proposes a three-tiered government with separate administrations for the mainland and Zanzibar and an umbrella unity government, Tanzania’s Daily News reported Tuesday (December 31st).

“We need to have a three tiered government system,” said CRC Chairman Joseph Warioba. “Each side should have its own government that will handle its own affairs, in addition to the one which will be responsible for the overall management of fundamental issues within the union.”

The 271-article draft constitution also proposes the formation of an independent commission to appoint government executives, though it preserves the president’s authority to make appointments as well.

In addition, it proposes a transition period of four years, instead of the current five-year term, The Citizen reported.
