Police releases guidelines to follow on Presidential swearing-in ceremony, some roads closed for smooth running of the function

The Uganda Police has released guidelines to be followed during the swearing in and inauguration ceremonies of president Yoweri Kaguta Museveni that will take place on the 12th may 2021 at the Kololo Ceremonial grounds in Kampala.

With more than 300 guests expected to attend the ceremony including Presidents, Ambassadors, Foreign delegates and local leaders among others, the police has issued guidelines motorists shall follow in order to effect a smooth traffic flow and ensure invited guests are not interrupted in their movement but also to ease Police with security implementation.

According to the Kampala Metropolitan Police Traffic Commander SSP Musinga Norman, some of the roads shall be restricted to invited guests while alternative routes shall be used for other motorists.

Restricted routes accessible to ONLY invited guests/ those with stickers

  • Kololo Ceremonial grounds will be restricted to only guests with stickers. Vehicles with stickers will have access to their designated parking areas.
  • VIPS with stickers will use John Babiha (Acacia Avenue) to access the venue via Elgon Terrace and will be dropped off at the Heros Corner gate and vehicles proceed to the parking area at Hotel Africana through Mabua road-John Babiha Road- Lower Kololo Terrace- Golf Course road- Wampewo Avenue
  • Members of parliament elect park their cars at parliamentary parking where buses will pick them up and pass via Wampewo avenue and board off at the Lower Kololo Terrace/ Wampewo Avenue junction. The buses will then park at UMI via Kings African Riffle Road.
  • Invited Guests with stickers will use Lugogo Bypass and then proceed to City High School for parking Via Upper Kati-kati Traffic lights, Impala Avenue-Rosco Road.
  • Service providers with stickers will go through wampewo avenue and park at the Eastern corner of the grounds.

Routes to be used by the public and those without stickers

  • Kampala- Jinja highway traffic will proceed as usual.
  • Vehicles from Kololo residences who are not part of the function will be diverted at Upper Kololo- York Terrace and join Acher road- Jinja road to access the city.

NOTE

john Babiha road on acacia avenue will be closed off at the Golf Course traffic lights and Acacia Kayunga junction at city oil to the general public

Wampewo avenue will be a one way from Wampewo round about towards Kololo Ceremonial grounds before and during the function. After the function it will again be a one way from Kololo to Wampewo round about

Vehicles will not be allowed to off load along lower Kololo Terrace

Heavy trucks and fuel trucks will not be allowed along the principal routes.

No motor cycles will be allowed beyond the cut off points.

Parking along the road or in any undesignated parking area in the areas of Kololo Ceremonial grounds is prohibited and vehicles parked or abandoned by the road side will be towed away to Jinja Road Polics Station at owners cost and inconvenience.

Entebbe road will have some traffic disruption

Enforcement of the above guild lines shall be in accordance with the Traffic and Road Safety Act 1998
