The Late Justice Joan Namazzi Kagezi

Its understood that on 30 March 2015, at about 7.30 pm local time, Kagezi, who was driving an official Ford double-cabin pick up with government number plates without security, stopped at a road-side stand to buy fresh vegetables in the Kampala suburb of Kiwaatule. Her intended final destination was her home in the adjacent neighborhood called Najjera.

At the time of her death, she was the lead prosecutor in the case where 15 suspects were being tried for the 2010 bombing by al-Shabaab which claimed more than 70 people in Lugogo and Ethiopian Village in Kabalagala.

Speaking at the 5th Memorial Lecture of Kagezi today Tuesday, April 26, 2022 in Kampala, President Museveni revealed that the people responsible for Joan Kagezi’s cold-blood murder were identified though not living in Uganda.

President Museveni who seemed puzzled decried on why the convicts have not yet been prosecuted anywhere despite time clocking to 7years since they participated in the crime.

Museveni also tasked the director of public prosecutions (DPP) Jane Frances Abodo after trying to spot the attorney general in vain to explain why the killers who are in a country he didn’t mention, have not been either brought to Uganda or prosecuted from where they are.

In response, Abodo said there is a need to have a treaty with the said country alleged to be harboring Kagezi’s killers adding that they disagree with death penalties which are in the laws of Uganda.

Feeling dissatisfied with Abodo’s response, Museveni called the deputy head of the International Crimes Division of the High court justice Susan Okalany who also informed him that what Abodo had stated was the correct position in law.

Okalany added that Uganda needs to sign a treaty with the Arab countries but the reserved Museveni was quick to interject saying the killers are not in the Arab countries.

The people who killed Joan Kagezi were identified. They are hiding in a certain country. Why they have never been prosecuted I have just heard from justice Susan Okalany for the first time, that it is because of trans-boundary,” H.E YK Museveni said.

While an undergraduate at Makerere University in the late 1980s, the former the assistant director of public prosecution in Uganda met her future husband, Henry Morton Kagezi.

He died of natural causes in 2006. Together, they had two boys and two girls: George Phillip Kagezi born in 1993, Carol Milcah Kagezi born in 1994, Pearl Priscilla Kagezi born in 1999, and John Harvey Kagezi born in 2004.

President Museveni has pledged to pay the children’s school fees until each child determines that he or she decides to end his or her education.
